Web Site Design with the Patron in Mind is a great starting point for a library’s Web redesign team. It’s short and concise and features a checklist of important concepts at the end of each chapter. It doesn’t give details about how to use Java or make nice graphics, but there are plenty of other sources for that, and the authors include a short bibliography.
